Who Platinum Panther is
The Legendz Terms and Conditions define "Legendz" as "the brand Legendz owned and operated Platinum Panther Ltd, a limited company registered in Malta (C111924) having an address at 13 Baysteps Mansions, triq Alfred Gauci, San Giljan, STJ 1181, Malta". They define "Legendz International" as "our group and our affiliates, including Platinum Panther, LLC."
The Jolly Sweeps terms and footer use the same words. The footer says Jolly Sweeps "is operated by Platinum Panther Ltd. (Malta C111924)" at the San Giljan address, that "the promotions are sponsored by Platinum Panther Ltd" and that "all payments are processed by Platinum Panther, LLC." The Legendz footer carries the same three lines.
We could not open the Malta Business Registry without an account, so C111924 comes from the brand terms. The terms do not say where Platinum Panther, LLC is registered.
The Cyprus address
Two regulators used a different address. Maryland's letter of 3 Jun 2025 is addressed to "Platinum Panther Limited, 34 Makarios III, Hadjiyiannis Building, 3065 Limassol, Cyprus", and was also emailed to the Legendz support address [1]. The Illinois Gaming Board's letter of 4 Feb 2026 to Legendz goes to "Legendz Legal Notice, 13 Baysteps Mansions, 34 Makarios III, Hadjiyiannis Building, 3065 Limassol, Cyprus" [2].
The Illinois version joins the "13 Baysteps Mansions" part of the Malta address to the Limassol street address. We have not found a Cyprus company record for Platinum Panther, so we can't say whether the group has a Cyprus office, a Cyprus company, or whether the regulators took the address from an older version of the terms.
Platinum Panther brands and our reviews
- Legendz scores 8.4/10. New players get 500 GC + 3 SC, plus 100% extra coins on the first purchase. Redemptions start at 50 SC for Prizeout gift cards and 100 SC for cash. It also runs a social sportsbook.
- Jolly Sweeps scores 7.4/10. It launched in July 2026 with 5,000 GC + 2 SC for new players, per our review, and 100% extra on the first purchase. The minimums match Legendz: 50 SC for gift cards and 100 SC for a bank transfer.
How coins and redemptions work
Both brands use Gold Coins for fun play and Sweeps Coins for prize play, at 1 SC to $1 in our reviews. Both sets of terms set the minimum age at 18, or the age of majority where you live if higher. Our Legendz review found a 1x playthrough on SC, with the right to ask for up to 20x. The free mail-in route at Legendz pays 3 SC per request card.
State availability
The two sets of terms have slightly different excluded lists:
- Legendz: California, Connecticut, Idaho, Louisiana, Michigan, Montana, New Jersey, Nevada, New York, Tennessee and Washington. The terms also define Ohio as a "Limited Access Territory" where "only Casino is Available", so the sportsbook is closed there.
- Jolly Sweeps: the same 11 states plus Maine.
Neither list names Oklahoma, and neither brand had posted an Oklahoma exit when we checked on 27 Oct 2026. Oklahoma's ban on dual-currency sweepstakes play takes effect on 1 Nov 2026. See our Oklahoma guide.
Neither list names Illinois or Maryland either, even though both states sent letters. We didn't check whether those states are blocked somewhere else on the sites.
Regulatory history
Maryland, June 2025. The Maryland Lottery and Gaming Control Agency wrote to "Platinum Panther Limited d/b/a Legendz" on 3 Jun 2025. The letter says Legendz "is offering and conducting online gaming activities in Maryland without legal authority to do so" [1].
Tennessee, December 2025. Legendz is on the Tennessee Attorney General's 29 Dec 2025 list of casinos that received cease-and-desist letters and "have indicated their intent to comply" [3]. Tennessee is on both brands' excluded lists.
Illinois, February 2026. The Illinois Gaming Board says it observed Legendz on 15 Jan 2026 offering Illinois users "slots, tablegames, and sports wagering". The board's 4 Feb 2026 letter demands that Legendz block Illinois residents or stop offering cash and prizes [2]. Jolly Sweeps launched later and has no Illinois letter.
We found no Platinum Panther brand on New York's June 2025 list [4]. New York is excluded by both brands.

Where the sources disagree
- Malta or Cyprus. The brand terms say Malta, C111924, San Giljan. Maryland and Illinois wrote to Limassol, Cyprus.
- Limited or Ltd. Maryland writes "Platinum Panther Limited"; the terms write "Platinum Panther Ltd". These are probably the same name, but the regulator letters don't give a registration number.
- Jolly Sweeps welcome. Our Jolly Sweeps review takes the 5,000 GC + 2 SC welcome from an independent review, not from the Jolly Sweeps site.
Where to play
If your state is eligible, Legendz has the bigger SC welcome and the sportsbook, and Jolly Sweeps is the newer casino-only brand. Visit Legendz
