B-Two Operations

The Isle of Man Companies Registry lists B-Two Operations Limited, number 021483V, as a live 2006 Act company incorporated on 30 Jan 2024 [1]. The McLuck and SpinBlitz Terms of Service (Version 2.6) and the Hello Millions Terms of Service (Version 2.3) all describe it as "registered under number 021483V and with its registered office at Third Floor, 34 Hope Street, Douglas, IM1 1AP, Isle of Man".

The terms name B2 Services OÜ, company number 16579410, at Tornimäe 5, Tallinn, as the payment services agent. They also say Gold Coin purchases show on card statements as "B-Two Operations Limited". We did not find a corporate website for B-Two, or named directors, on the pages we opened.

• The terms. McLuck and SpinBlitz say they are operated by B-Two Operations Limited. The Hello Millions terms say the site "is owned and operated by B-Two Operations Limited", with the same registry number and address.
• The registry. The Isle of Man search for 021483V returns B-Two Operations Limited, live, incorporated 30 Jan 2024 [1].
• Regulators. Illinois sent its February 2026 letters for McLuck, Hello Millions and SpinBlitz to Douglas addresses on the Isle of Man [2] [3]. See "Where the sources disagree" for the address split.

PlayFame is linked to B-Two, but it is run by a separate company. The Isle of Man Companies Registry shows that PlayFame Operations Limited (021484V) was formerly named B-Two Services Limited, and that it was incorporated on the same day as B-Two Operations Limited (021483V), 30 Jan 2024. The PlayFame terms also list B-Two Operations Limited as one of PlayFame's payment agents, alongside B2 Services OÜ. The free registry search does not show shareholders, so we make no claim about common ownership. The two are separate companies, and PlayFame has its own operator page.

The three sites share one welcome structure and one redemption floor. McLuck's iOS app was first released on 14 Jun 2023, according to our review. That is earlier than B-Two's incorporation date, and we have not seen a record that explains the gap.

The restricted-state lists in our three reviews match: Connecticut, Delaware, Idaho, Indiana, Kentucky, Louisiana, Maine, Maryland, Michigan, Montana, Nevada, New Jersey, New York, Tennessee, Washington and West Virginia. There are no sweepstakes promotions in California.

Oklahoma: the McLuck, SpinBlitz and Hello Millions terms all say "EFFECTIVE 1 NOVEMBER 2026, WE WILL NO LONGER BE OPERATING IN OKLAHOMA." We read that line on all three sites on 27 Oct 2026. It matches the date Oklahoma's SB 1589 takes effect.

• Maryland: on 7 May 2024 the Lottery and Gaming Control Agency wrote to McLuck by email. It said the Commission had no record of a McLuck sports wagering or casino licence or a fantasy registration [4].
• New York: on 6 Jun 2025 the Attorney General named McLuck and SpinBlitz among 26 platforms ending the sale of sweeps coins in the state [5].
• Tennessee: on 29 Dec 2025 the Attorney General listed Hello Millions, McLuck and SpinBlitz among the sites sent cease-and-desist letters. It said all of them had disabled the unlawful features or agreed a wind-down date [6].
• Illinois: on 4 Feb 2026 the Gaming Board sent letters to McLuck Casino, Hello Millions and SpinBlitz [2] [3]. Its staff said they saw play on McLuck and SpinBlitz on 9 Jan 2026 and on Hello Millions on 14 Jan 2026.

These are letters and lists, not court rulings.

• Douglas address. The terms and the Hello Millions letter from Illinois use Third Floor, 34 Hope Street. Illinois sent the McLuck and SpinBlitz letters to Second Floor, 18-20 North Quay, Douglas IM1 4LE [2]. That North Quay address is the registered office Full Stop Limited gives for the Ace social casino. We have not seen anything that explains why Illinois used it for two B-Two brands.
• McLuck's start date. Our review dates the McLuck app to June 2023. The registry dates B-Two to January 2024.
