Two more sweepstakes casinos have stopped Sweeps Coin play in Iowa. WOW Vegas and Rolla, both run by MW Services Limited, now put Iowa on their "Restricted Locations from SC play" lists. Iowa players can still open an account and play with WOW Coins or Gold Coins, but they can't play with or redeem Sweeps Coins. Carnival Citi goes further: its Terms and Conditions (version 14.0, dated October 16, 2026) tell Iowa residents not to use the service at all.
Iowa has not banned sweepstakes casinos outright. What changed is enforcement power, and operators are reading that as a reason to leave.
Iowa status at a glance
Checked October 28, 2026 against each operator's own help center or terms. Lists change without notice, so re-check before you sign up.
| Brand | Iowa status | What the operator page says | Our review |
|---|---|---|---|
| WOW Vegas | Sweeps Coin play restricted, WOW Coins only | Help center "Which states and territories are excluded?" lists Iowa under SC play restrictions; registration is blocked only in Idaho, Nevada and Washington | WOW Vegas review |
| Rolla | Sweeps Coin play restricted, Gold Coins only | Help center "Which states and territories are excluded?" lists Iowa under SC play restrictions | No review yet |
| Carnival Citi | Excluded | Terms and Conditions v14.0 (Oct 16, 2026), section 3.1, lists Iowa and Oklahoma among excluded states | Carnival Citi review |
| Rollza | Iowa not excluded | Rules we read on Oct 27, 2026 exclude other states but not Iowa | Rollza review |

What WOW Vegas and Rolla changed
Both brands use the same help center layout. Each has an article titled "Which states and territories are excluded?" with two lists. The first, "Restricted Locations from registration", names Idaho, Nevada and Washington. The second, "Restricted Locations from SC play", names Michigan, Montana, Connecticut, Louisiana, Maryland, New Jersey, New York, California, Tennessee, Illinois, Indiana, Maine, Quebec (Canada) and, at the end, Iowa. Both articles were last modified on October 6, 2026.
Because Iowa sits on the second list only, an Iowa account stays open for coin play with no prize value. Sweeps Coin games and redemptions are off.
One inconsistency is worth knowing. Each brand also has an older "Where can I play?" article, last updated about three months ago, and its redemption list still leaves Iowa out. Both newer articles point players to the SC Game Rules for the full rules, so treat the newer list as the current one.
WOW Vegas help center, "Which states and territories are excluded?", captured October 28, 2026. Iowa is the last entry under SC play restrictions.
Rolla help center, same article, captured October 28, 2026.
Carnival Citi drops Iowa and Oklahoma
Carnival Citi's Terms and Conditions, version 14.0, were updated October 16, 2026. Section 3.1 says you will not use the services if you live in any of 30 listed states, including Iowa and Oklahoma. The Promo Rules, also version 14.0 and dated the same day, carry the same list for promotions. Oklahoma's ban on dual-currency sweepstakes play starts November 1, 2026.

What SF 2289 actually does
Senate File 2289 is a broad bill about the Department of Inspections, Appeals, and Licensing. Gambling is one division of it, next to building code and residential care facility changes. The bill passed the Senate 44-0 and the House 93-0, the Senate agreed to the House changes 47-0 on April 28, and Governor Kim Reynolds signed it on May 15, 2026. The legislature lists its effective dates as May 15 (for one tax withholding section) and July 1, 2026 for the rest.
The sweepstakes part is Section 4. It amends Iowa Code section 99F.4 so the Racing and Gaming Commission can issue cease and desist orders and seek injunctive relief against anyone offering "games of chance, gambling, sports wagering, or illegal sweepstakes" in Iowa without a commission license or specific authorization in law. Sections 2 and 3 add the same powers for unlicensed pari-mutuel wagering and fantasy sports.
The bill does not define sweepstakes casinos or declare them illegal. It gives the regulator faster tools. Iowa has no license for sweepstakes casinos, so no operator can point to one.

What Iowa players can do
- Check your balance first. If you hold Sweeps Coins at WOW Vegas or Rolla, read the SC Game Rules and contact support about redemption before the coins expire. Neither help page we read gives an Iowa wind-down date.
- Don't use a VPN to get around a block. Sweepstakes terms typically ban location masking, and breaking that rule can cost you prizes and the account.
- Coin play with no prize value stays open at WOW Vegas and Rolla if you just want to play for fun.
- If you move to a brand that still lists Iowa as open, check the state list at sign-up and again before you redeem.
No purchase is necessary to play at sweepstakes casinos, and nothing here is a promise of prizes. 18+ or 21+ depending on the brand. Void where prohibited.
FAQ
Are sweepstakes casinos illegal in Iowa?
No Iowa law we read bans them by name. SF 2289, in effect since July 1, 2026, lets the Iowa Racing and Gaming Commission issue cease and desist orders and seek injunctions against unlicensed gambling and "illegal sweepstakes". Some operators have restricted Iowa in response.
Can I still play WOW Vegas in Iowa?
Yes, with WOW Coins only. The WOW Vegas help center lists Iowa under "Restricted Locations from SC play", so Sweeps Coin games and redemptions are off. Registration is blocked only in Idaho, Nevada and Washington.
Does Carnival Citi accept Iowa players?
No. Section 3.1 of Carnival Citi's Terms and Conditions, version 14.0 from October 16, 2026, lists Iowa and Oklahoma among the states where you may not use the service.
